Is IELTS required for every masters scholarship?

The test is expensive, and it is hard to tell when it is really required. Some universities accept a letter from your school saying you were taught in English. When is that enough, and where do you check?

Check the visa rules too. A visa can have its own English language requirement, separate from the university, so a letter that satisfies admissions may not satisfy the visa. Read the official visa page for the country, not only the university page.

It is called a Medium of Instruction letter. Some universities accept one in place of a test when your whole degree was taught in English, and some do not. The scholarship page usually does not say. The university admissions page does, under English language requirements. Check there first, for each university you are applying to.

One thing to add: ask your registrar for the letter early. Official letters can take weeks to produce, and that is time you do not control.
