How do you make public budget data readable for people who do not use spreadsheets?

Public budget data, once cleaned, still looks like a spreadsheet, and the people who most need it are not spreadsheet people. What makes a budget tool usable for them? And where the work is unpaid to begin with, how should that be said to the people asked to help?

Say plainly at the start whether it is paid. Then show one state or one year done properly instead of everything done roughly. People who might help respond to a real example.

Think about who reads it. A journalist wants to download the data. A citizen wants one number and something to compare it with. Those are different screens.
