A flood can be forecast days ahead and people still leave on the day, when it is dangerous. Why does a warning not lead to action?

People move when somebody they trust tells them to, not when a system does. Who delivers the warning can matter more than how early it comes.

Sending the alert through local leaders as well as by text message is worth trying. The same warning from a known person is treated differently.
