Many groups get plenty of sign-ups after an event and find few people still there a few months later. What keeps volunteers?

Give each person one thing that is theirs. Volunteers who are helping tend to leave. Volunteers who are responsible for something tend to stay, because it stops being your project and becomes partly theirs.

A specific job that nobody else does. That is easy to check in any group.

Ask why they came. Somebody volunteering to learn a skill needs different things from somebody volunteering out of duty, and it is easy to treat both the same.
