Apply even if you think you are underqualified, as long as you meet the eligibility. The people deciding are looking for fit, not for a perfect score, and the applicant who did not apply is the only one certain not to get it.
On the personal statement: say what changed because of something you did, not what you did. Reviewers are looking for consequence. Numbers help, even small ones.
Check whether you apply to the university or to the funder. It is an easy thing to get backwards, and for some scholarships you need an admission offer before the scholarship is considered at all.
