Does the name of a programme change who applies?

The label on a programme can change who applies to it, apart from who it is for. A programme named for one group may put off some of the people it is meant for, and in other places the same label is what makes it feel safe to apply.
If applications are lower than expected, the name is one of the things worth testing.
