How do you decide an organisation should stop?

Good organisations sometimes carry on for years past the point of being useful, because stopping feels like failure. How should that decision be made, and who should make it?

Change the question. Not "can we continue" but "would the people we serve be worse off if we did not exist". If the honest answer is no, that is the decision.

Plan for the staff first. Notice, references and help finding the next job take longer than the closing itself, and they are what people remember.
