Siting a borehole: the survey, or the place people ask for?

A tension that comes up in rural water projects: the hydrogeological survey recommends one place and community leaders ask for another. Drilling where it is politically easier can mean water at a depth that makes the pump costly to maintain for as long as it runs.
Project updates mostly list what went well. It would be useful to hear how others handle this conversation.
